SECURE SITES BLOCKED

i try to get on secure sites, like my AT&T and it says my
cookies are enabled but I follow instructions and still
doesn't work. Same thing with Merriam - Webster. It says
my JAVA applets are enabled, yet on browser internet
options it says they are.
What's going on!!
