Secondary DNS in 2000 domain

I want to add a secondary dns entry in our domain because sometimes I
have to reboot one of the domain controllers and everyone looses
surfing and email ability until it come back up because it is running
dns.

First question:

Can or should I install dns on the other domain controller we have?

Second:

I added our isp's dns as the secondary dns through dhcp and I now get
5774 netlogon errors; dns operation refused. They could be two
different problems, but I think they are related.

How can I use two dns servers with one domain?

Second one First, your ISPs DNS will not allow Dynamic updates thus the
errors.
First one next, Yes, setup a second DNS on another local Server (you can
have as many as you like) and make it a secondary for your internal zone.
Have both forward requests to your ISPs DNS. Then set your DHCP to assign
both your local DNS servers to the clients. You could add the ISP DNS as a
third entry incase both your DNS servers go down and then people can at
least find web sites.

Yes, I would even recommend it.

You should not use your ISP's DNS in any position of any member or Domain
Controller of an AD Domain. All DNS resolution must come from the local DNS
servers that have the AD domain zone.

Install DNS on your other DC, if the first DNS has Active Directory
Integrated DNS zones, they will be replicated to the other DC in the domain
with no further action from you.
