Second window will not load from more than one site.

I'm running WindowsXP. I recently Downloaded IE6-SP2.Now any game site or
other sites will not open a second window or if it does open it will be
blank. Checked Javascript and it is working.Pop-up blocker is turned off.
Never had any problems until now. I know it's with this program or somewhere
probably in the settings but can not figure it out.

Try the following and see if it helps:

First, if nothing happens when you click a link:

Problems accessing secure web sites Blank page:
Tools>Internet Options>Advanced>Browsing, HTTP 1.1 settings.
Turn off "Use HTTP 1.1", turn on "Use HTTP 1.1 through proxy connections

Go to Start>Run> and register the following dll's by using
regsvr32 command. Try the first 2, then see if it resolves the problem. If
not then register the rest of the .dll's:

regsvr32 urlmon.dll
regsvr32 actxprxy.dll
regsvr32 scrrun.dll
regsvr32 msxml.dll
regsvr32 mshtml.dll
regsvr32 shdocvw.dll
regsvr32 browseui.dll
regsvr32 msjava.dll

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.

4. If you are using WinXP try this:

scroll down to this section

Check IE>Tools>Internet Options>Connections tab
Click on LAN settings
Under Proxy server: Be sure Use a proxy server for your LAN is unchecked.

Also, try adding that site to your Trusted Zone:

This can sometimes prevent IE from displaying web content
 
I think I just resolved the same problem with my IE6.
Check it out at http://www.mvps.org/winhelp2002/ietips.htm which advises you
to close IE. Then go to •Control Panel | Internet Options | General tab |
Click the "Delete Files" button for Temporary Internet Files.

(Is this an OK solution, Jan?)
