second IE window opens in background

If I have an IE window open and active, then click a shortcut to open a
second IE window, the second window opens behind the first window with the
ion in the system tray flashing.

I've fixed this before but can't find the article to fix it on my new PC.
Can anyone help? This drives me nuts.
