Second hand PC XP License

If I bought a second hand PC that came with the original oem win xp
reinstallation cd, can I format the harddisk and reinstall with the same oem
win xp reinstallation cd? More important, will I be the licensed owner of the
win xp os?

Yes and with second hand computers, it's highly recommended as there is
no way of knowing what's on the hard disk.
More important, will I be the licensed owner of the
win xp os?

To add to Alias's post make sure that you have the Product Key as well
before doing the format and reinstall.

Yes. The OEM license ties it to the original computer it'sinstalled on, not
an individual. It would be a license violation for him to have sold the
computer to you, kept the CD for himself, and used it on another computer.

Yes. OEM licenses are permanently bound to the first computer on which
they're installed. In fact, the only legitimate way to transfer
ownership of an OEM license is to transfer ownership of the computer on
which it's installed.
