Second Account will not allow me to manipulate contacts

In my main account Windows Mail will allow me to add contacts and make
groups. In my secondary account, there is no display that allows me to add,
subtract or in any way modify contacts in my contact list on this account.
How can I add to the ribbon ... I need to see "Add Contact" and "Contact
Groups and Import and Export". The only commands are "oganize" "Views" and
"Burn".....HELP!
 
Contacts are per user and not per account. So regardless of what account
you are using your contacts will be the same. Start | Programs | Windows
Contacts is the main window for them.

Thanks for suggestion...but this is not the problem. On my main user
account everything is fine. On my secondary user account, the only
"contacts" options I am given are "Organize" "Views" and "burn"....the
options on my main user account say organize, views, burn, add contact,
groups, import and export. For some reason the ribbon on the second user is
missing the options that allow me to organize, change, add contacts. Both
user contact groups were sent to the accounts at the same time by my
installer.

Open your Contacts folder>right click a blank area>choose 'Customize this
folder'>in the folder type drop down select Contacts>apply>OK
