Does anyone know what this is? I can find no reference to
it anywhere (Including Google), but my Firewall (norton
2003) says that it tries to access the internet every time
I turn on my computer. It it a legit. part of windows or
a bit of virus or spyware?

I'm always leery of something that has little/no info
after googling. Is that the exact spelling of the item?
I'd run a virus/trojan scan. An online virus scan is
available at http://housecall.trendmicro.com/.
Trojanhunter has a free 30 day trial. You can get it here:

scanning. Download Adaware (free version) from

It detects and safely removes dataminers, tracking

It's very important that you update your ref files after
installing and before each scan because they are updated
frequently. Click on the globe or "Check For Updates Now".
 
I found a reference to it, it's spyware and to date spybot
and adaware will not remove it, you might have to inform
the developers of adaware and spybot and see if they have
an update to remove it for you.
