Why does it need to connect to sa.windows.com each time I do a file
search in Explorer?

It doesn't need to - you can block it if you want. It's searching for
updates to things like tips, or features, etc... You can easily block it or
do a search for sa.windows.com for more information. (Put it in quotes and
you'll probably get more hits.)
