Have you tried PGP? I have a DOS version re-engineered by a German
institute for 32-bits and capable of using large keys. (PGP 2.6.3in
32-bit DOS EXEcutable release 2001-03-23). It's in English BTW.

Get it from here:

The file you're looking for is:

ftp://ftp.iks-jena.de/mitarb/lutz/crypt/software/pgp/pgp263in/pgp263in010323.dosprotectedmode.zip

After you're familiar with it you can take out the different language
and help files and it'll easily fit on a floppy.
