Anyone who knows a good file encryption program for Windows that will run
from a floppy?

Have you tried PGP? I have a DOS version re-engineered by a German
institute for 32-bits and capable of using large keys. (PGP 2.6.3in
32-bit DOS EXEcutable release 2001-03-23). It's in English BTW.

The file you're looking for is:

After you're familiar with it you can take out the different language
and help files and it'll easily fit on a floppy.
