I tried to use this tool to remove the Trojan and it said
that none were found. Still have the problem and removed
any files in windows/help that were modified when this
started. Will reinstalling IE help?

If no joy, run the Beta "Hijack This" utility which detects the HOSTS file that has been taken over.
