In my humble opinion no.
Make sure that if you use the keywords meta tag, that the keywords you enter
are actually contained in the text in the page.
Or just don't use keywords at all.
Make sure the pages have a title in the title tags that makes sense /
relates to the content of the page.

Most search engines simply spider the page titles and the content of the
pages.

Here's an example of a page that contains no keywords and how a search
engine finds it.

Google for: eliminate the bom
The page should be the fifth listing in Google.
It was indexed and findable on Google within 2 hours after it was published.

In addition to what Steve says, search engines have very different methods
than they used to. Google is a good example of this. It does more than
simply scan your site and determines keywords from the text and title. It
also can do it from the filename of the page. In addition, it also takes
into account how long the domain name has been registered as well as, and
most importantly, how many credible web sites link to you. The more that
link to you, the higher your ranking as Google determines you are an
authority on the topic being searched. More than that, the quality of those
links come into play. If a lot of really big and authoritative sites link to
you, you're going to get higher than if a few old and dead blogs linked to
you. Of course, those rankings are in comparison to the other possible sites
that would be in the results of the query.

Basically, you can do some decent stuff with determining good words to add
at the beginning of your page (as they do sometimes have more weight than if
they are included in other places) by determining what people are searching
on. You can do this yourself without having to rely on other programs,
though some of them do help. These programs though don't guarantee you
placement and never should. Work on the keywords a bit and do your best to
get linked by as many reputable sites as possible.
