My problem has to do with the search panel on the left side of IE screen
since reloading Windows. Before I reloaded Windows, my search panel showed a
list of categories for possible searches, such as for a web page, an address,
a business, etc. Now I only have a question, "What are you looking for?" and
a fill-in-the-blank slot where I am directed to "type your question below." I
can't figure out how to get my old search panel back.

It sounds like you have enabled the Search Companion. To disable Search
Companion, and enable the Search Assistant (which is the setting you
originally had, with options for web page, address, etc), you will need to:

Click on the "Change Preferences" option.
Select "Change Internet search behaviour".
Click on "With Classic Internet Search".

The changes will not take effect until you restart Internet Explorer.
