Scrolling within different window frames

Hi - Just upgraded from Windows 2000 to Windows XP and I
noticed that the scroll wheel behaves a lot differently.
My main concern is that if I have two windows frames open
(e.g. say in explorer), I can no longer just point to the
window that I want to scroll and then scroll - In windows
XP I have to click first and then scroll....Can I change
this setting somehow to be like windows 2000, where you
simply point to the frame you want to scroll and it
scrolls?

You may have had some other software program (or driver) installed that gave
you this specific behavior.

For instance, there is a setting in Windows that puts focus in a window when
you hover over it. (If you want this particular behavior, download TweakUI
from here:
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp

Once you've got it installed, open it, expand "Mouse", and then select
"X-Mouse"
