scrolling-Windows XP

I have Windows XP pro (newly) installed on an IBM laptop
(T23). Something is messed up with the scrollbars,
especially when using IE 6.0. When clicking in the
scrollbar area, the screen advances more than the
equivalent of 1 screen's length--in other words, it moves
too far down with each click. I'm used to clicking once
to move the content on the bottom of the screen to the
top; in this case, the content moves too far up. Anyone
know the settings to change this behavior?
 
Caused by a bug in the recent Q824145 patch.
Microsoft probably knows about it by now.
By the time we get used to this 'new'
feature Microsoft will fix it!!

Position cursor 'close' to the top/bottom of the
slider bar and it should scroll one window.
Use the mouse wheel to scroll.....as applicable
See mouse properties (Wheel tab) to adjust
Press/Hold/Slide actual slider-bar
Keyboard navigate: Leave cursor on left ausw of screen
and use other hand on keyboard. (Unless one-armed)
Up/Down Arrows (Single line!!!)
Left/Right Arrows (<---Very Slooow--->)
Pageup/Pagedown (Too obvious???)
SpaceBar = down one page (Sometimes)
Shift+SpaceBar = up one page (Sometimes)
Home/End (Top line/Bottom line -- wow)
R-click scroll area.....menu....select option

Hi,

As mentioned by another, it's a problem with update KB824145. For now, the
only fix is to remove it. To do so, copy/paste the below into a start/run
prompt and click "ok":

c:\windows\ieuninst /q c:\windows\inf\q824145.inf

Hopefully, the error will be fixed soon and you can reinstall this security
update.
