Scrolling problem on some sites

To test my internet speeds, I go here:

http://internetfrog.com/mypc/speedtest/

After the tests complete, I scroll down to see the bottom portion of the
results. When using IE6, the graphic (between Testing Your Connection
Speed and Speed Test Results) and the scroll bar "jump" to their new
positions, rather than scroll smoothly.

When I scroll, everything but the graphic moves as fast as the scrolling
bar. The movement of the graphic lags by a second or two before settling
in its proper position.

When I run the tests using my other browser, Sea Monkey, the scrolling
is smooth and without any of the above problems.

With either browser, Task Manager shows a substantial increase in CPU
use (to 50-100%)while I rapidly scroll up or down. But with OE, it's
like nothing is being stored in a cache in my computer. So when I want
to view the opposite portion of the page, it's like it has to be
downloaded all over.

The graphic is constructed with java. Could there be something oddball
about the java settings in OE compared to Sea Monkey? OE's and SM's Sun
Java Consoles show the same rev level: Java Plug-in 1.6.0_03.

The bulk of the Add-ons which load in each and every IE window and tab (in
IE7) do NOT load in SeaMonkey and most other browsers.

[When you refer to OE, I suspect you meant to refer to IE...unless you might
have configured OE to run in the Internet zone. By default, OE runs in
Restricted Sites zone and I would strongly advise that you keep it that
way!]

Yes, I did mean IE, not OE. Is there a way of controlling which add-ons
load in each IE window?

Please state your full Windows version (e.g., WinXP SP3; Win2K SP4) in your
next reply.

In IE6 and IE7, most Add-ons can be configured via Tools | Manage Add-ons.

In IE7 only, the browser can be opened in No Add-ons mode for testing
purposes. IE7 also has a convenient Reset All IE Settings (RIES) option
(cf. http://support.microsoft.com/kb/923737).

To do a reset in IE6, read on...

Note: A Reset will clear cookies, restore the security level back to the
default settings, and disable all third-party browser extensions (i.e.,
Add-ons). Before trying the steps, you can export the cookies so that they
can be easily restored later, if desired:

1. Press "Alt" from your keyboard, click "File", and click "Import and
Export".
2. Click "Next", select "Export Cookies", and click "Next".
3. The file is saved by default to your "Documents" folder, click "OK".

If you would like to import the cookies after resolving the issue, please
select "Import Cookies" in file menu to import the saved cookies file and
choose the "cookies" file from your "Documents" folder.

I use Win2K, SP4.
In IE6 and IE7, most Add-ons can be configured via Tools | Manage Add-ons.

I do not have a Manage Add-ons entry under Tools, even if I look for it
under the various tabs in Internet Options. Also, the Help file doesn't
have an entry in its index for Add-ons or Manage add-ons.

I did everything you suggested. Same problem still exists.

However, when I returned to the Advanced tab and unchecked "Use smooth
scrolling" box, the problem was greatly reduced. While not fully
eliminated, it's so much better that I'll just live with it.
