Scrolling Issue - Every Internet page scrolls unevenly!

Please Help!
When I'm scrolling on Internet Explorer, the page does not scroll smoothly,
but instead it moves in chunks....anyone know what to do???

Internet Options> Advanced> Browsing, put a check by "Use smooth scrolling."
