scrolling is "skippy"

someone suggested i get tweakui and change a setting. id
rather not... it was scrolling smoothly before and i
didnt have the program then.

so does anybody have any ideas why scrolling would look
skippy? any settings i could change anywhere?

Although I understand your point about its working before, you have nothing to lose by trying TweakUI. It's an innocuous program that just lets you make certain commonly-desired registry changes easily and safely. If the setting you change doesn't help, it's just as easy to change it back the way it was.
 
You can do one of two things:

1) turn off the cheery music making it skip (God, I love
bad jokes) or 2) check to see what processes are running
and see if you possibly have something slowing down your
computer.

Try using System Restore to take you back to a time prior to when this
began. Start\All Programs\Accessories\System Tools\System Restore.
 
In addition to the previous suggestions, you may want to check to see if you
have an up-to-date display driver from your video card's manufactuerer. It
may be the case that some video acceleration features have been turned off.
