Scrolling in jumps when inactive

Occasionally the window I have open will jump, scrolling up or down about
three rows. For some time I wondered whether I had imagined it, but just now
I was looking at one of my own, simple XHTML local web pages (on my C drive
and using IE7), and the mouse pointer was as steady as a rock. My hand was
not on the mouse and suddenly the page scrolled, with the pointer staying
motionless on the screen. Thinking about it I have noticed this when working
with Windows Mail and also with EditPad Pro, my text editor of choice.

My computer scans clean with ESET Smart Security, Ad-Aware 2008 and
Malwarebytes and has the latest Windows Vista Home Premium updates and in
almost every case the latest drivers and software versions as indicated by
DriverMax and Secunia.

Once in a while I have inadvertently deleted something inexplicably
(including complete newsgroups) and I think this could be why.

It's disconcerting and I would like to cure it.

I have no reason to suspect my hardware, and there is nothing jerky about
the way the mouse works, but rather with the windows that the mouse pointer
happens to be working in.

In the past I have vaguely noticed comments about sideways scrolling, and on
the whole I don't much like the feature where the mouse wheel operates
vertically till it gets to the bottom of a window and then moves
horisontally to the right. If it (or some other sort of "Gestures" feature)
could be to blame, well I would rather such things were disabled.

It's only a trivial annoyance but any help much appreciated.

If you have a cordless mouse try replacing the batteries; if a corded mouse
try a different mouse.

Your mouse is generating spurious "scroll" commands, like you get when
rolling the wheel.

It's probably faulty, or a failing battery if it's cordless.

I'm seeing the same thing on a brand new computer with a brand new mouse.
It's a bug of some kind - and I think it's related to the other problem I
just posted about with windows scrolling hard to the bottom and the only way
out is to reboot. Usually I see that jump right before the scroll problem.

I think it's a bug in Vista. I wish someone would acknowledge it, because
otherwise there's no chance it will be fixed.
