Scrolling in Form Views

Please can someone help! I have been trying for hours to
do this and to no avail!

When I go into the design view of a form and scroll down
using the mouse it moves down the page, but when I go back
into normal view and use the mouse scroll button it just
scrolls through the records and does not move down.

I am sure there is a simple answer out there but I am
missing it!

I would appreciate any help

Unfortunately that is the case. You need to disable the
mouse scroll wheel. See

that you need to maximize the view of the form... then it should work
