Scrollbar Size

Is there a way to make a scrollbar bigger (width and
buttons)? I'm writing an app for a TabletPC and I want
everything to be nice and large and simple to use with the
input pen.

Why not change the options in Windows's settings?
 
Do you mean actually go into the Display settings and
change the Scheme? That doesn't really help me too much as
I don't want clients to have to use Large or Extra Large
to be able to easily us my software.

The size of the scrollbars is the one chosen by the user in the system
settings. Why do you want to use settings in your app that are different
from those the user has chosen?
 
For the application I am writing, the TabletPC is going to
be used strickly in "Tablet Form" in most cases, where as
it can also be used in "Laptop" form with the key board
opened out. I think in most cases the user will not want
large scrollbars, but when in Tablet form for this app,
they will probably be useful.
