I'm not sure what you mean...
- If you want to change the color of the scrollbars in Windows, you can
right-click on an empty space on the desktop, click Properties, then
Appearance, Item, Scrollbars.
- If you want IE scrollbars to be changed: that can be done using CSS (see
http://webdesign.about.com/od/css/a/aa082602b.htm) but of course, that
concerns web authors and will only be visible when that page is loaded
- Or you can create a CSS file and put that CSS file in the Accessibility
options in IE, Tools, Options.
