scroll Inbox by page

Is there any way to get the Inbox to scroll 'one screen at a time' as the
mouse control panel phrases it. All the Outlook windows I've come across
scroll one screen at a time, except for the Inbox. I expected it would be
fixed in 2003, but it looks like it isn't.

Is this a problem for anyone else using a scroll wheel set to scroll 'by
screen'?
 
I noticed the same (changed my config to verify it). I'm using a Logitech
mouse with the latest Logitech driver installed (in case that matters).
