Scroll becomes "Live"

When I click on to the scroll slider on a window the scroll becomes
"live" and scrolls up and down with movements of the mouse anywhere on
the screen, until I left click again. On a long list the scroll is
that fast that it will not stop for me to select the option required.
Where is the setting to change so that the scroll only works when the
slider is dragged?

If you don't want to have the page scroll with mouse motion, stop
clicking the scroll wheel. Also the scrolling should stop if you click
the scroll wheel again.
 
I think the Mouse's "Turn Click LockOn" is enabled. That is why when you hold
down the click for a seconds, windows doesn't release until you click once
more.
See if turning this feature may help you.

Click Start - Control (or Start - Setting - Control Panel). Open Mouse and
uncheck the option "Turn Click LockOn"
