Scroll Bar on right hand side - color change

How do you change the color of the right hand scroll bar (up/down scroll) ?
I've seen websites that match that scroll bar with the color of the text. I
am trying to figure out how that is done.

Very nice!

But putting it in the <head> section affects the page scrollbar. How can I
apply it to the scroll bar of an inline frame?
