Scroll Bar Moves Too Far

This is a new problem for me that never seen before.

[Note: This problem occurs in an Internet Explorer window
when the content on the screen requires several scroll
bar "clicks" to see all of the content.]

Given the above, in Internet Explorer, when I left click
in the space WELL BELOW the scroll bar, the screen jumps
to a position MORE THAN one screen height down the page.
It used to only jump one screen at a time. (Try this in
MS Word or some other program and it works fine, only
moves one screen height at a time.)

If I click up closer to the scroll bar it works OK. But
it is much more convenient when reading a lengthy screen,
to be able to position the pointer near the bottom of the
open scroll bar space and simply repetitively click to
view the page one screen after another.

I hope this description of the problem is clear. It's a
little tricky to describe.

Anyone have a suggestion?
 
I have installed the Q824145 IE-6 rollup.

I see a two-page scroll-up/down as well.

If your mouse has a scroll-wheel you could configure the wheel to scroll one page at a time.
