Scroll bar"moves" all webpage's elements except background

I have FP 2000 and I have created basic webpage that has a picture as
background and then few small pictures on it. Once published, if I move the
right scroll bar (up/down) "all the elements" move at the same time with the
scroll bar (like a transparency that includes those pictures). How can I
eliminate the Scroll bar movement or -the scroll bar in this specific page-
and fix this movement?
most of the pictures I put on the webpage are in "absolut position"....is it
related to this issue? (this is the only Position option that allows me to
put the pictures where I want to). Any suggestion will be appreciated.

That's how the scroll bar works.

If you want the background to "Not" move, set the background image as
Watermarked in page properties.

If you want it to scroll with the other page content, uncheck the
Watermarked box.

In order to remove the scrollbars in a normal browser window, the content must always fix within the
current browse window opening or you would have to use JavaScript to create a popup window that has
no scrollbars.
