Scroll bar - can it be visable all the time?

I have a memo field with a lot of text in for each record.

At the moment, unless the user has clicked on the memo field, the scroll
bars to do show. This could sometimes suggest to an end ser who is unfamilier
with my appliaction that there is no further text below the visable.

Is there a way of making the verticle scroll bars appear all the time?

No. Not with the built in TextBox.
