The scrollbar continually moves by itself causing the window to move up and down a document. It occurs in all programs. Do not have total control of the scrollbar with the mouse.
If you have a scoll mouse then it might be time to return it or get a new
one. It sounds to me like you have a short in the scroll wheel.
