I solved this problem in internet explorer by going to
start, go to run, type in "msconfig" click OK, go to
startup tab and select disable all, click apply & OK.
Restart your computer and if this solves your problem you
can go back in a select any necessary program you need
and trial by error may be able to add programs that you
want to start at start up

System Configuration Utility (msconfig) is meant to be used as
a troubleshooting tool. You should always strive to be able to
operate with System Configuration Utility in Normal Mode
and not have any error messages or problematic behavior.

The usual fix for getting script errors in Internet Explorer:

Control Panel | Internet Options | Advanced tab | Browsing section -

Check "Disable script debugging"
Uncheck "Display a notification about every script error"

Click "Apply" and then "OK"
