Screensaver Settings

One thing that has always annoyed me is this:
- You choose a screensaver,
- You click 'settings',
- Windows says "This screensaver has no options that you can set"

Ok, well why isn't the box greyed out? I know this isn't a life or death
problem, but it'd be an easy fix, wouldn't it?

I remember reading a thread about this before ... I think the answer was
that some applications rely on this functionality and changing it would
break them, or something to that effect.

I think the problem is that the screensaver API mandates that all
screensavers must have a settings dialog, however for those that does
not have any settings the dialog is just an empty one saying that there
are no settings. So it's not Windows that says it but the screensaver.
