Screensaver lockout does not work at all times

I have a few machines that have Win2K SP4 and all current patches.
Intermittently, the screen saver will not activate after the preset timeout
period. Any ideas on what can be keeping the screensaver from firing at all
times as it should?

There must not be any console activity (keyboard, mouse, etc.) for the screen
saver timer to effectively compute.

Note that some Web-based help systems such as WebEx can alter the screen
properties in the background. Third party applications e.g. DVD Player live
movie playing may cause this phenomenon too.

I have actually sat a machine, it is a standard Dell desktop, and did not
touch anything. At the end of "x" minutes, it did not lock. I was wondering
if an Antivirus program could cause this (by checking for updates every "N"
minutes, or maybe even our e-mail client that receives new e-mail every "N"
minutes. Of course "N" minutes is less than the timeout on the screensaver in
terms of minutes. I have been unable to find any information from our e-mail
or Anti-virus vendors though.

Any other thoughts?
