How do I shrink my viewing screen so that I can see everything without moving
the bars?

Try this:

Right click the Desktop and select Settings>Advanced>General and make sure
the 'Display' drop down menu is set to 'Normal size (96 DPI)'
 
Increase your screen resolution.
... Right click Desktop > Properties
... Settings
... Move the slider to right
... OK

Then after increasing the screen resolution to 1024 x 768, go to the
'Appearance' tab, 'Advanced' button, and individually adjust the few
Windows elements that you will probably complain are to small now, like the
desktop icons. Select 'Icon' in the drop-down box and increase the size a
few pixels, and directly under that, increase the font size for the desktop
icons as well. This is the 'proper' way to resize items.
 
And don't forget the monitor settings that stretch and
center the picture within the screen.

Yes, that too. For some unknown reason, my mother-in-law insists on having
a 1/2" black border on the screen.

I might as well bring up changing the refresh from 60hz to 70hz, if it
let's them.

Granted, flicker isn't nearly as bad under incandescent bulbs than
flourescent, but it still can be noticable, depending on the monitor.

I'm not sure what the reason is either. If you look at LCD TVs that are
in the stores currently, you'll notice most include a black border
around the screen. The salesman I talked to babbled something about a
study showing this border enhances the visual experience. Perhaps the
black in contrast to screen contents give the eye a stopping point?
