I just acquired a new 19 inch flat screen monitor and now I am facing the
problem of not getting programs to utilize all the screen, especially windows
explorer. How can I overcome this? I realize that some websites were
written for smaller CRT monitors but MSN.com should utilize all of my screen,
right?

Assuming that you've set your screen resolution correctly to the
Manufacturer's specs. Right-click spare part of desktop,
Properties/Settings. then you can drag the display up to the edges of the
screen by hovering over each edge until a a duble-ended arrow appears then
left click and drag them outwards. Then click File/Close (or exit) and they
should display correctly.

Many websites are designed with fixed widths, e.g. 750 (pixels). If you
have a wider browser window, such sites will not fill the window, and
there is nothing you can do about it.

A somewhat related problem is that, if you have a high resolution
monitor, text on some websites can be so small that it cannot be read.
This happens when text sizes are specified in pixels. Most browsers
(but not IE) make it easy to expand the text size when this happens: IE
makes it possible, but not quite as easy, since View TextSize, the
normal method of changing the font size, does not work when the website
sets the text sizes in pixels.
