Screen tip doesn't appear when I hover some of my hyperlinks, doe.

Hi, I am using frontpage 2003. I have a screentip that appears fine on one
of my hyperlinks and images. But on the new ones they are not appearing.
Any thoughts why. Yes, I did make sure that I typed one in.
