Screen slows down

I am playing an online game. After about 30 minutes my frame rate will drop
down. Then the game slows down dramatically. It has never done this before.
Could this be my video card going out?

Not necessarily, it could be the CPU is doing the video calculations and
it is overheating and slowing down. You might want to post to a hardware
forum, instead of this Windows XP one.
 
It could be your system is overheating, try SpeedFan to monitor system
temperatures when you start playing and then again when the game slows down.
If the increase in temperature is too much you may want to consider opening
the case and perform a good cleaning of dirt/dust from the CPU Fan, Video
Card and other heatsinks and fans inside the case.

In addition to SpeedFan, this program can watch the throttle state of the
processor. Run this in the background while gaming. When the frame rate
slows down, take a look at the top trace in the monitor screen.
