10 minutes. Blank screen. Power saving options: Never.

Screen does not go blank.
 
Your post is lacking in details, and a bit confusing...
10 minutes. Blank screen. This would seem to indicate that you have, for
some reason, a blank screen for 10 minutes..although, what you are trying to
do at that point in which you get the blank screen would be some useful
information.
Power saving options: Never..what power saving options? All of them?
Then, here is where I get really confused.
Screen does not go blank.
so which is it? Screen goes blank, or screen does not go blank?
And, when you say blank, do you mean white, Blue, Black?
 
Background. Something active. Disable it.

Nothing in the background. I am copying from my 2k machine to XP. My 2k
machine screen saver works fine. On XP, for some reason it is disabled.
The only task running is SpellChecker. There are many services and
processes.

My question is why does the screen saver not come on.
 
Hi,

Again, the reason that it does not come on is that there is a background
process interfering with it. Yes, there are many services and processes,
there are in all iterations of Windows, you just don't always see them.

Hi,

Again, the reason that it does not come on is that there is a background

Rick's answer *does* help. Manually "turning on" the screensaver will
not solve the issue. You need to do clean-boot troubleshooting to
determine what is running in the background that is preventing the
screensaver from activating. Wireless keyboards/mice are also known to
do this.
