I'm guessing you're using a laptop, or an LCD monitor with your PC? And
you're setting to a screen size of 800x600 or smaller?
In that case, for a lap top, perhaps you need go into the BIOS setup and
look for a setting like "Video Expansion" and set it to ON. This will take
screen resolutions smaller than the native size of the display and stretch
them to fit the screen.
If it's a separate LCD display, look in the Display
Properties/Settings/Advanced for a similar control.

When I use the slider to reduce the screen resoultion all that happens is
the screen size gets smaller with a black border around it. The lower the
resolution, the smaller the screen size. How can I lower the resolution and
still keep a full screen?
