Screen Design and Property

Hello,
Whenever I am in design forms, I go to property of the Form and it always
display property window on top of the form (Except I click "x" to close it).
Can we have the way to reset it not on top?

If you wan tto see the properties, why would you not want it on top?

The properties box is a pop-up box (modal) that allows you to enter or view
an item, then close it and go on with your work. Why would you want to
leave it open and have it difen behind your form?

But when the form running the property of the form is alway on top of the
running form?
 
The Properties window is displayed wherever it was the last time it was
displayed. If you want it to be displayed in a particular location, drag it
there, and that is where it will be displayed next time. If you don't want
it to be displayed at all when forms are not in design view, change the
'Allow Design Changes' property (you'll find it at the bottom of the 'Other'
tab in the Properties window) to 'Design View Only'.
