Scratched ms media

I bought MS Office 2003 Pro but found that one of CDs (Business Contact
Manager for Outlook), is slightly scratched - small scratches is visible on
CD surface. This other CD isn't scratched. Does small scratches can affect
on correct data reading?

Depends how deep the scratches are.

Best thing you can do to check the disc is to create a folder on your
computer & copy the entire CD to that folder. If it copies correctly then it
will be ok

They can but that's not often the case - just try it out. Otherwise:

The scratches is small, but its unpleasant to see that used cheap writable
media to distribute they software. CD looks even translucent a bit, if look
through data side, text on another side can be visible.
