Hi, I am trying to reinstall XP Home OEM onto my PC, onto a new hard drive.
When the installation gets to the fourth step of actually installing XP, it
gives me an error that a file is missing. It tells me to check for scratches
and dirt on the cd.

I ran the disk through my Disk Doctor, but the error message persists. Is
there anything else I can do besides buying a new version?

If you have a computer you can try and rip the cd and then re-burn it using
something like CDRWIN and Nero. Otherwise I'm certain you can call
Microsoft up and ask them to send you another one although it will cost you
something like $20.00 or something like that.

If the CD is really damaged, contact the seller for possible replacement.
Microsoft does not normally replace OEM CDs.

Try the CD in another computer.

Sorry, he's right. I doubt MS will replace an OEM cd. I did not read that
properly. I would contact your OEM supplier or whoever you bought the
computer from ie Compaq, Hewlett Packard, e-Machines, etc.

Problems copying files or corrupted files during installation are
most often caused by defective or sub-standard hardware; in order of
likelihood, either RAM, the hard drive, or the motherboard. On much
less frequent occasions, a bad CD or defective CD drive can also cause
this.

If your OEM CD is indeed scratched beyond use, contact the computer's
manufacturer about obtaining a replacement.

Following the others advice, and if you get a new CD, make a copy of it, and
use the copy for any additional use, and store the original in a nice
plastic jewel case, and stash it. That way, if you scratch the copy, you can
destroy it, and make another for use.

is it retail oem xp home or restore CD ?

Why does that matter? The OP knows what kind of disk he has.
if it is restore cd they often resrore os from hidden partition on hd
replacing hd with new means no hidden partition with needed files to restore

Did you read what he said? He stated he has a OEM CD, and that it is
scratched (according to XP disk error popups). It seems he will have to
replace the CD. I then gave my recommendation for future reference.
