A "scratch disk" is one used for temporary data. The usual meaning is an
entirely separate disk or partition used for temporary storage.
The temp folder is an example of a scratch folder, but this folder is not an
entire disk. While deleting the files in the temp folder is a good idea,
doing this will not address your problem.
And, while defragging may help performance, performing this operation to
cure your problem was a waste of time.
Certain programs, such as scanner programs, need a dedicated scratch area
for them to save their files during operation. Thus, the first place
to look for such an area is in the setup of your scanner program. Perhaps
you can postpone doing much by increasing the size of the scratch area.
