In making a choice of application, I often urge people to think about inputs
and outputs. Which application allows you to input the data more easily?
Which gives you the outputs -- both on-screen and printed -- that you need?
I think that in both cases, you would need to do some custom programming, so
the choice may be partly driven by your programming skills as well. Also,
Access would allow multiple users to see and input the information. Outlook
wouldn't, unless you're using Exchange Server or a third-party sharing tool.

I have to setup a system to schedule volunteers for a store. We have
approximately 300-500 available volunteers that are available for various
duties (cashier, manager, stocker, etc...) at different times (Judy is
available Tue & Thurs, Sam is available weekday mornings, etc...). I like
the calendaring functions of Outlook, but the data accessabilty and
reportability (if these are words) of MS Access. What are my options for
using outlook?
