Scheduling replicas between two sites

I have a Windows 2000 domain splitted in two sites connected through a
dedicated link.

Site 1
First Domain controller called Primary
192.168.1.0

Site 2
Additional Domain controller called Remote
192.168.2.0

I have created the subnet masks for the sites and a link intersite
connecting the two sites.
Each DC has NTDS connection pointing to the other server that has to
replicate to.
The replicas are good. I could authenticate my client in each sites through
the neares DC.

Problem

I have selected an interval in which the replicas could take place (settings
in inter-site link). If I enable the replicas only in a specified interval,
they replicate eachother (new users, DNS update, netlogon) every 15 minutes
as well. If I try to manually start a a replica with Replicate now command I
get a message "Intersite replicas are not available at the moment"

I have to select the windows replicas in order to decrease the bandwidth
over the VPN.
What's the relationship between replica schedule in NTDS properties and
replica schedule in intersite-link ? Which have the priority ?

It depends if the link was manually created or automatically created by the
KCC/ISTG.

If automatically created, the KCC/ISTG uses the replication interval and
replication schedule set on the site links to set the interval/schedule on
the connection object (i.e. the objects under the Server's NTDS settings
object).

If manually created, the replication interval and replication schedule set
directly on the connection object are used.
