Scheduling automatic e-mail deliverys

Does anyone know if outlook has the capability to schedule e-mail delivery? I have reoccurring e-mails, with attachments, that I send to different users. I know there are third-pary solutions but the military won't allow that type of software
 
If you are using Exchange server for your e-mail then Outlook 98, 2000,
2002, and 2003 allow you to do a delayed send. Here is a link to an
article that explains how to do it in 98, and 2000,

2003 open a new message and click on Options. There will be an option to
"Do not deliver before" and you can set a date and time.
