Scheduling a meeting in Outlook without it showing on my Calender

I am the administrator. I schedule meetings for my organization but I do not
attend these meetings. How do I schedule meetings for people in my
organization and keep the meeting off my calendar?
 
Create an appointment and forward it as an ical?

Do you need tracking for the others or just to send them an appointment as
notification?
