Scheduled Tasks

I have a Windows XP machine with 3 user accounts set up.
All are administrators. I have attempted to create a
Scheduled Task but it will not run. I have entered the
account password. There are no error messages, the
status never changes, there is nothing in the log. It
seems as though the system is completely ignoring the
existance of the task. Any ideas?

Is Task Scheduler running?
Start/Settings/Control Panel/Administrative Tools/Services.
