Anybody know of any software that is available for WinXP that allows you to
reboot the machine from its own scheduler, or windows task scheduler?

Windows XP comes with a shutdown command which has a reboot switch.

%systemroot%\system32\cmd.exe /c "shutdown -r"

is what should be in the run line of a Task Scheduler job. If you
use the wizard to set it up, select Command Shell as the program
to run, and later edit the run line from Properties.

More options for the shutdown command are at
<http://www.microsoft.com/resources/documentation/windows/xp/all/proddocs/en-us/shutdown.mspx>.
