Scheduled dialup sync

I have a win2k pro machine, about to ditch my cable internet after two
consecutive months of double-digit rate hikes (no other broadband available
in my area) and regress to dialup.

I wish to perform the following actions twice daily:

1. Establish dialup connection
2. Download all new email using the configured Outlook Express
3. Download all new usenet messages in Outlook Express
4. Download all new email using Outlook (these are for separate accounts)
5. Download the latest anti-virus definitions (Symantec)
6. Hang up

An added bonus would allow for two separate Outlook Express profiles to
retrieve their own email and usenet messages but this is not important.

What tools would I use to go about this?
