I cannot change the time that Antispyware is set to run

To do so, do the following:
1. Go to Start > Settings> Control Panel > Regional and Language Options.
2. Click Customize.
3. Click the Time tab.
4. Change "Time format" list box to start with h or hh.
Now set the scan time in MSAS, making certain to click the "Update Schedule"
button. Once this has been done, you can change the time format back to
24-hour.

UNBELIEVABLE that this should need to be done ... the schedule updater
lets
you set the time to [e.g.] 21:19 ... but then shows it as 9:19AM! Insane!
The irony is, I was trying to send an error report to Microsoft, using the
MSAS report feature ... and it kept failing, saying I should check my
Internet proxy settings ... but I have no proxy settings! Double insnae!
