Schedule Reply Expalnation Please?

Found this answer in a thread, it was half Spanish so I
can't get the gist of it.

Is this to do with only being able to set scheduled scan
times in 12 hour not 24 hour, ie setting for 2000 changes
to 0800?

Excuse my ignorance but what is MSA?

Google says MineSafety Authority amongst a million or so
others, not much help 8-)

Please clarify.
